| 摘要: |
| 从经济学角度出发，分析实施事故处罚与伤亡赔付政府干预行为的必要及合理性；提出一些发挥这种政府干预作用的改善建议。认为它有效解决了生产外部性带来的微观经济市场失灵问题；探讨了通过合理设置处罚及赔付“价格”，可发挥市场自调作用；引入调控系统及相关法规，实现政府干预与市场自我事故处理公平与效率兼顾；同时通过转移支付改善安全生产状况。 |
