| 摘要: |
| 我国医疗保险制度改革的效果不佳,医疗费用不断攀升,不仅造成百姓医疗费用支付困难,而且不断加重医疗保险基金的负担。医疗费用增长有多种原因,其中重要原因之一是现行的医疗保险费用支付方式具有刺激医方提供过度服务的作用。改变目前实行的按服务项目费用后付制为总额预算预付制,可以有效地约束医方的过度服务行为,控制医疗费用增长,保障广大人民群众的健康需求,促使医疗保障制度的建设得到可持续性地发展。 |
