| 公共管理是一种以道德为基础的,为实现公共利益为目的的社会治理模式。公共管理目的的实现依靠公共管理主体的能动性的发挥以及对公共管理的目标的认识和态度。公共管理主体的道德性决定了公共管理伦理内涵的实现和实现程度。围绕公共管理的最高价值目标——公共利益的实现,讨论了公共管理的伦理内涵,指出公共管理主体的道德性对于公共管理伦理内涵实现的基础作用,探讨了公共管理主体为实现公共管理的伦理内涵,尤其是为其最高价值目标的实现应具备的道德性要求。 |
