Abstract:With the continuous practice and promotion of the “ three-governance integration” model, which combines autonomy, the rule of law, and the rule of virtue, in grass-roots governance, the value of this model in promoting the social governance system of co-construction, co-governance and sharing and the grass-roots gov- ernance system in urban and rural areas continues to be highlighted. The governance model of “ three-govern- ance integration” has the advantages of optimizing the grass-roots governance structure, improving the effective- ness of grass-roots governance, and promoting the modernization of grass-roots governance, but it also has prob- lems such as insufficient system integration, insufficient synergy among the main parties, and practical bottle- necks in practice, which affects the improvement and efficiency of the social governance system of co-construc- tion, co-governance, and sharing. To better leverage the advantages of “ three-governance integration” , it can be optimized by improving the top-level design to strengthen the foundation of the system, enriching the syner- gistic path to gather the potential of the main linkage, and strengthening the innovation breakthrough to release the vitality of the practice and application. These measures aim to amplify the efficacy of the “ three-governance integration” , refine the social governance system of co-construction, co-governance, and sharing, and ultimate- ly establish a social governance community where everyone assumes responsibilities, fulfills obligations, and shares benefits.
