Abstract:The “ rule of law” in grassroots govermance inherently implies a value orientation toward goodgovemmance. The value consensus of grassroots good governance aims to express a “sense of commonality"reugarding the operation of the “ rule of law” system. The core logic of its realization is to generate the ethical spiriof a grassroots governance community.
