Abstract:The reform orientation of " innovation in one place, reuse in other places” has accelerated thepace of digital government construction.Uncovering existing experience in digital government construction isconducive to implementing an “integrated and standardized” digital governance system. This study takes Zhejiang Province and Guangdong Province as case studies to further explore the typical models and experience olhigh-quality digital government construction in these two regions. The findings indicate that Zhejiang andGuangdong have adopted the “ grassroots innovation + province-wide benefit” regional promotion model and thegovernment-enterprise cooperation + separation of management and operation” EPC general contracting modelrespectively. On this basis, they have developed an operational mechanism characterized by “ functional-highlevel coordination, market-motivation-driven, coordinated-balanced development, and value-demand-orientedapproaches. The high-quality construction of digital government in Zhejiang Province and Guangdong Provincehas yielded a wealth of practical experience, which is specifically reflected in the following aspects : in the support dimension , the focus is on top-evel design and list-based management of government information to achieveorderly transformation of the information svstem: in the drive dimension, the introduction of the market competition mechanism and the promotion of the government-enterprise cooperation model are adopted as key instru.ments; in the collaboration dimension, grassroots innovation in digital governance is emphasized to cultivate afavorable digital ecosystem ; in the traction dimension, a user-centered approach is maintained to build a digitaservice-oriented government. The study further concludes that the experience of Zhejiang Province and Guangdong Province offers multi-faceted reform insights for China’'s digital government construction, including serviceexperience , technology application, risk prevention, and model selection.
