Abstract:Under the grand blueprint of the “ dual carbon” goals ( carbon peaking and carbon neutrality goals), the western development strategy in the new era carries the dual mission of history and the future. This strategy deeply integrates international experience and the internal logic of development, aiming to promote economic development in the western region while emphasizing ecological protection, thus achieving a fundamental transformation towards green and low-carbon development. However, with the accelerated pace of new industrialization, the rapid advancement of information technology, and particularly the widespread penetration of generative AI technologies since 2023, production methods and development models are undergoing unprecedented disruptive changes. Data, as a new core production factor, has profoundly reshaped the structure of productive forces, providing a strong driving force for opening up new development pathways in the western region under the “dual carbon” goals. The western development strategy in the new era has entered a new development phase, focusing on the green transformation of traditional industries, the cultivation of emerging industries, and ecological protection, ensuring a balanced approach to economic development and environmental conservation. Ultimately, it aims to build a green and low-carbon development model guided by the government, driven by the market, and participated in by society, offering a “western solution” to lead global climate governance.
