Abstract:As important practitioners and responsible persons in the construction of digital government, the digital leadership of leading cadres is directly related to the success or failure of digital government construction. The construction of digital government not only requires efficiency improvement at the technical level, but also contains value connotations such as collaborative cooperation at the relationship level and inclusiveness at the service level. Deconstructing from this category, it is found that the digital leadership of leading cadres includes three types: digital control, digital maintenance, and digital service. Different types of digital leadership have different directions and characteristics. Among them, digital control refers to the digital knowledge reserve and digital technology mastery of individual leading cadres, which is cross-cutting and continuous; digital maintenance refers to the connection and communication between leading cadres and members inside and outside the organization in the digital space where the body is away, which is stimulating and collaborative; digital service refers to the degree of demand fit and public satisfaction in the process of digital technology empowering public services, which is inclusive and inclusive. From digital control to digital maintenance and then to digital service, it reflects the deepening and shift of digital leadership of leading cadres from digital leadership behavior to digital strategic thinking and then to digital governance value. Therefore, the digital leadership of leading cadres should be constructed in accordance with the progressive logic, so as to achieve digital autonomy through capacity improvement, digital consciousness through thinking reconstruction, and digital confidence through value sharing.
