Solving the issues of agriculture, rural areas and farmers is the top priority of CPC’s work. In the new stage of development, the environment for farmers to start businesses is increasingly optimized. The macro-level motivation, the meso-market motivation, and the micro-coordinated motivation constitute the logical premise of the linkage mechanism of migrant workers returning home to start a business and rural revitalization. However, under the strategic background of rural revitalization, there are still many problems for migrant workers to return to their hometowns to start businesses. From the overall observation, the low awareness rate of the policy information of migrant workers returning to their hometowns to start a business, the lack of funds for migrant workers to return to their hometowns to start a business, the lack of ability, and the lack of a good entrepreneurial environment in rural areas constitute the current blockage of the linkage mechanism between migrant workers returning to their hometowns to start a business and rural revitalization.
