    尽管社交媒体已经成为政府(公共部门)不可缺少的工作工具之一,并且关于社交媒体对政府(公共部门)影响的研究也很多,但从个人层面上看,很少有研究关注社交媒体使用对于公职人员(公务员)的影响。本文以上海市公务员为样本,在自我决定理论的基础上探析了公务员社交媒体使用和需求满意度及内在工作动机之间的关系。研究结果表明,公务员出于工作目的使用社交媒体与需求满意度(胜任感、关系感和自主感)呈正相关;与内在工作动机也呈正相关。但是,进一步的分析表明,过多使用社交媒体会产生消极影响,公务员出于工作目的使用社交媒体与需求满意度和内在工作动机都呈倒U形关系;且不同类型的社交媒体产生的效应相同(作用力不同)。本文是将电子政务与自我决定理论结合进行的一种创新性尝试研究,对于政府(公共部门)管理者如何管理公务员有效使用社交媒体提供了一定的理论借鉴。

    Abstract:

    The social media has become one of the indispensable work tools for government(public sector),and there are many studies on the impact of social media on government(public sector).However,we have very limited knowledge of how using social media for work purposes affects civil servants.Based on the self-determination theory,this paper analyzes the relationship between the use of social media for work purposes among civil servants’need satisfaction and intrinsic work motivation by taking Shanghai’s civil servants as an example.The research result shows that civil servants’use of social media for work purposes is positively related to need satisfaction(competence,relatedness and autonomy),and positively correlated to intrinsic work motivation.However,further analysis indicates that the excessive use of social media has a negative impact,civil servants’use of social media for work purposes has an inverted U-shaped relationship with need satisfaction and intrinsic work motivation,and different types of social media have the same effect(but different marginal effect).This paper is an innovative attempt to combine e-government and self-determination theory.It provides a certain theoretical reference for government(public sector)managers to manage civil servants’effective use of social media.
