Modernized rural social governance not only has general connotation of social governance in the dimension of subject, object, method, space and value but also has its own special performance. The traditional social structure of surrounding areas of mediumsized cities is facing the impact and destruction brought by economic and social development, their grassroots governance is facing multidimensional dilemmas, as a result, their social governance has strong representation and actuality in the whole rural social governance. Based on S District, L City in South Sichuan Province, these dilemmas are mainly manifested as decentralized flow of peasants and weak organizational capacity in the perspective of governance subject dimension, multifield distribution of contradictions and complexity of their contents in the perspective of governance object dimension, weakened institutional function and deep administration color in the perspective of governance method dimension, and fuzzy village boundaries and changing community shapes in the perspective of governance space dimension. Based on the reality, this area makes full use of enterprises, the social capital advantage, to have explored the compound governance path by “double constructions of village and enterprises” such as “double subject cultivation, mutual governance with cooperation, mutual construction with cooperation, and network governance”. Although certain governance achievements have been made in this area, it needs to be further perfected so as to better guide rural social governance to take a virtuous governance way.
