Since the 18th National Congress of Communist Party of China，the socialism with Chinese characteristics has entered into a new stage.In village governance system of the combination of autonomous management，legal management and moral management at the new era，moral governance，as emotional support of village governance，plays an important role in enhancing the effectiveness of autonomous management，making up the deficiency of legal management and so an.However，there are still some problems in moral governance in village management at the new era，for example，advanced traditional moral notion role is weakening，the limitation of village regulations is prominent，rural morality evaluation mechanism is not perfected，a lot of rural elites and talents are run off，and so on.Thus，we must make efforts to strengthen rural cultural construction，emphasize village regulations construction，perfect morality evaluation system，and expand rural elites team and so on to fit for the requirement for the development at the new era，to realize the modern transformation of traditional morality value and to boost the realization of rural kindness management objective.
