Abstract:Singapore’s grassroots social organizations are based on the unique governmentled community governance model and they are born to serve the institutional environment. The forming process of Singapore’s community,the PAP’s emphasis on grassroots social organizations, the social conditions of Singapore, the influence of the traditional Confucian culture, and the enhancement of the democratic awareness are all important conditions for the formation of Singapore’s grassroots social organizations. Singapore has certain similarities to China. By drawing on Singapore’s advanced experience to develop the grassroots social organizations in China, China should strengthen the community governance systems, promote the community governance system construction, push the government to focus on the basic level of the society and create a sharing social supervision system to allow every citizen to participate and enjoy.
