Abstract:Government plays the role as the leader,mobilization and accountability in the practice of government purchase of the service of community education.By creating policies and mechanisms,the government makes the multivariate public-private partnerships with third-party entities in community education services.The government also supervises the quality of service in order to integrate their actions and goals.In this process,government would face some challenges,such as the handicap of traditional concept of dominant role,the contradiction between multiple demands and insufficient supply,the lack of accountability and evaluation criteria.To defuse above challenges,government should build a network governance framework,which is based on the relationship between return and cooperation.The main tasks are strengthening role function and activating social participation power.
