Abstract:This article selected panel data of 29 provinces and municipalities in China during 20052014, which were divided into eastern, central and western regions. We researched each regional efficiency of industry transfer from the aspects of dynamics and statics by using the DEAMalmquist model. Meanwhile, we discussed the impact of industry transfer on waste gas emission by using SYSGMM model. We concluded that the eastern region in terms of comprehensive efficiency and pure technical efficiency was generally higher than the middle and western regions, and the middle region had the highest scale efficiency. Three areas of Malmquist productivity showed varying degrees of decline. In addition, the transfer of industry and technology progress had a significant inhibiting effect on emissions respectively, and technical progress could improve the efficiency of waste gas treatment in the process of the industrial transfer as well.
