The traditional copyright authorization mode cannot satisfy the requirement of mass authorization in the digital publishing industry anymore. The high-cost but inefficient operation mode cannot ameliorate the conflicts in mass authorization, and further impede dissemination and exploitation of works. Construction of the implied licensing system may well resolve the issue to let the public fully exploit works and maximize their value, as well as achieve the balance of interests among copyright holders, digital publishers, website operators and the public.
