The grassroots social governance is an indispensable part of the national system of governance. National governance systems and governance capacity modernization is, first and foremost, the grassroots social governance system and governance capacity modernization. At present, grassroots social governance modernization is of significance to understanding that grassroots social governance modernization has important boosting effect on overall reform and development under new normalcy and accurately grasping the rich connotation of integrated social governance modernization. Currently, China’s grassroots governance faces the challenge from ruling Party itself (governance main body), politically-implementing main body, government, and from new media and so on. Under the new normalcy, we should strengthen the construction of China’s grassroots social governance system and governance capacity, construct the urban and rural grassroots social governance mechanism, clarify urban and rural grassroots social governance mechanism, governance factors and boosting path, promote the self construction of the grass-roots government, improve administrative management ability, and fully highlight cutting-edge research, adhere to problem oriented research, enhance the governance capacity of grassroots social modernization in China,set stable social basis for the goal of building an all-round well-being society at the same time.
