Community public issues are a concentrated expression of the contradictions in community, it requires a variety of co-governance body. Under the governance perspective, social workers as an important force begin to involve in community public issues. In the case of noise nuisance in S Street Community Square, social workers involved in the public issue through emergency intervention, determined the governance body, communication and coordination. Social workers play different roles of a facilitator, suggester and communicator, which led to the development of community governance body to involve in community public issues, which not only reflects the trend of community governance from the traditional administration to the development of pluralistic governance, but also reflects the limitations of governance theory.
