Abstract:At early period of new China, national supervision departments popularized Harerbin railroad supervision work experience in China’s railroad system and some finance and economic enterprises and made initial achievements. This behavior was halted and denied and the main reason was that ideological recognition had distortion and deviation because of the influence from international and domestic political climate, that the shortcomings of some supervision cadres in their work caused the tight relation between the supervision cadres and the supervised units, that because the matched measures of the supervision work produced by the vertical leaders did not implement, the working enthusiasm of the supervision cadres was affected, and that the inspection on the implementation of policies and decrees was neglected but the inspection on operational work was excessively emphasized. This exploration has its limitation. The history inspires us that supervision system reform needs to pay attention to synergy and systematicness, that reform needs to respect history and reality, the doubleleadership of discipline investigation system is relatively stable choice at present because the supervisors must be supervised.
