Abstract:Innovation model of urban community governance of grassroots government collaboration of sanshe linkage is initiated by the grassroots government on the basis of perceived traditional governance dilemma and explores governance innovation by the form of government procurement projects. Social work organizations assessing community needs program projects and competes for the projects, as well as stays at the community to offer the service after the grassroots government provides all kinds of resources and coordinates the relation between all parties. The specialized social work agencies start community service by depending on professional skills and by using the service platform under the leadership of the two committees. After completion of the project, a neutral third party agency is commissioned by the government to assess the governance performance of social workers based on the project objectives, targeting residents and government departments. The exploration of community governance innovation of Meidi mode is of great significance. The model is effective to improve the performance of community governance and enhance the community’s public satisfaction by Sanshe linkage. The administrative work of two committees and one station is highly commended by the government administration.
