Abstract:The title is the basic identity for the level of talent, and the title appraisal is related to the overall quality of the talents. In order to understand the situation of title appraisal, this article will take Guizhou Province as the research object, and analysis local government’s behavior logic of the title appraisal. Survey found that many public utilities’ personnel did not objectively understand the function of title appraisal, instead regard the title promotion as pure welfare treatment, especially the personnel department lacks of scientific nature in the process of title appraisal, and the orientation of the title reform is worth attention. To reverse the plight of title appraisal, we need clear its strategic position, and adopt such reform methods as classifying and categorizing, advance and retreat system, industry participation, and academic and technological compatibility, and also the conditions of title appraisal will get the more rational value.
