The home and/or community care for the elderly is a typical governmentled elderlycare mode from above to bottom, and is an elderlycare policy for filling the vacancy. Based on local experience, by the reflection under the mode of social policies that the governments take limited responsibilities for social welfare, this paper indicates that there are key problems in home and/or community care for the elderly such as missing position in basic institutional arrangement, unclear performance orientation and service main body, indistinct service right and service responsibility, uncoincident service content with service demand and so on. The important factors in sustainable development of home and/or community care for the elderly in the future consist of the policy centralization for the home and/or community care for the elderly, the integration of threedimensional service main body, demandoriented, institutional embedded and socialized service and marketoriented service and so on.
