As one of the modern governance concepts, local governance plays more and more significant role in the process of achieving the goal of good governance realized by bringing local vitality into fully play. In the current research and practice of local governance, in the process of taking democratic participation as the first initiation, the ultimate objective of local governance, high quality public service supply, has well not attained. On the basis of the analysis of this phenomenon, this paper holds that stable and effective governance system is an important aspect to reach the current goal of local governance and that governance path should shift from “mutualact” under the participation to “mutualconstruct” under the system construction. 
