With the increasing of disputes among a college, its staff and its students because of administrative decisions and administrative penalties, therefore, many problems in college procedural institution reconstruction gradually appear. Based on elaborating the meanings of managing a college by laws and its realizing measures, this paper discusses the important significance of procedural institution reconstruction in modern college management and suggests that perfected and scientific college procedural institution system should be reconstructed on the basis of the principle of administration publicity and administrative hearings.
