China has initially established the civic right expression mechanism such as National People's Congress mechanism, the grassroots autonomous mechanism, the petition letter and petition inquiry mechanism, the judicial lawsuit mechanism, public opinion expression supervising mechanisms, community mediation mechanism and so on, which provide diversified channel for civic right expression and lawsuit. However, these expression channels are not smooth, have varying problems in many places to different degrees and urgently need to be perfected by taking reasonable and effective measures.
