Abstract:The process of public policy implementing is confronted with many dominant or recessive difficulties, due to the value conflict among multiple layers in the enforcement system, the implementer's external and internal value conflict and value conflict between the implementers and the target groups. In order to effectively resolve the conflicts, the measures like taking the people-oriented as the implementing concept, improving the implementers'qulity and capability, cultivating public participation culture, setting up and completing the interest coordination mechanism, and establishing and improving the supervision system must be taken.
