Part of editors’ competence enhancement has certain restricting factors which include outside objective condition and selffactors. The editors’ competence ability can be enhanced from three perspectives. Although system level reform can not be controlled by single editorial office, the editorial office can raise the editors’ competence ability on selflevel.
