Under the situation of a new turn of education development, it is urgent to construct basic framework of inner management system reform suitable for the development of colleges and universities on the basis of systematic survey, comparison and learning current inner management system of universities, and to design a series of reform implementation plans to realize standard, high efficient and institutionalized management of higher learning.
