Currently, when China implements scientific development outlook and constructs socialism harmonious society, China should not only continue to regard economic construction as center but also should emphasize upgrading soft power while hard power is raised. The upgrading soft power is not only logic direction and necessary choice for harmonious society construction but also is an effective method for dealing with complex international environment. Although the theory of Joseph S. Nye, Jr. has certain limitation, a new angle for how to analyze overall development is provided.
