海外投资保险制度,是一种政府保险或国家保险,实际上是国家这一政治主体以"法人"商主体的形式,使因海外投资引起的政治或外交冲突得以通过经济途径加以解决的制度设计.各主要资本输出国已相继建立了本国的海外投资保险制度,以期保护本国海外投资,提高对东道国政治风险的防范能力.
