Abstract:To save lives, alleviate the suffering of survivors, and contribute to development, the pressing needs for comprehensively understanding the connotation of disaster operations management and constructing the corresponding performance measurement indicators remain an issue. The conception and connotation of sustainable disaster operations management are presented by analyzing the definition of disaster operations management and sustainable development. Then, the potential indicators to measure the performance regarding sustainable disaster operations management are proposed from the perspective of society, environment, and economy. The study indicates that the proposed definition of sustainable disaster operations management and its performance measurement indicators contribute to strengthening the link between sustainable development theory and disaster operations management decisions. They provide a scientific basis for establishing decision models oriented towards sustainable development, thereby improving rescue effectiveness and meeting the sustainable requirements of rescue processes.
