The proposal of“social governance”is the important transformation of the governance idea of the Party and the country since the initiation of the new era.The establishment of social governance system and the promotion of social governance capability raise higher and more detailed requirement for the promotion of national governance strategy and inner idea quality so that the re-recognition of decision-making theory of social governance becomes necessary.Based on the concepts of and the relationship among“power decision”,“democratic decision”and“scientific decision”,this paper discusses some problems in the understanding of social governance.
