Social welfare is an important part to satisfy the rising beautiful life of people, and the recognition to social welfare scope should be based on human demand. The satisfaction of people in all aspects should realize its maximum under the premise of social fairness. Social welfare contents include such two perspective as material and spirit. The social welfare on material level should ensure the maximum utilization of resources and the fairness of welfare distribution, meanwhile, should not be limited by government only, so as to realize the systemization and integration of social welfare.
