China chooses inclusive development which follows the law of social development as the road in the new era. In this paper, according to the connotation of the inclusive development, we build the theoretical framework of “inclusive development triangle” from such three dimensions as opportunity equality, production employment and sustainable development. Based on the triangle, we find constraint conditions of the three dimensions and construct an index system of inclusive development. This paper calculates the inclusive development index of 42 major countries and regions of the world. International experience analysis shows that there is positive correlation between inclusive development index and economic development level, and that the interaction of the two is roughly experienced four stages of development. China should promote equality of opportunity, improve production efficiency and enhance the sustainability of economic development in the current development stage to realize inclusive development.
