Abstract:This article selects the "drought relief" practice of BY village in XS county as a typical case, the rural community as the main unit of analysis, and the primary government, community intermediate organizations and villagers as the secondary unit of analysis for case study design of embeddedness, showing why loss of trust capital is the cultural root in restricting the promotion of disaster emergency force for countryside community. Based on this, this article puts forward some feasible suggestions for constructing and strengthening high trust relationship between grassroots governmentcommunityintermediate organizationvillager, thus strengthening disaster emergency management of the rural community and improving disaster emergency force of the rural community.
