From the perspective of risk, the network emergency is a process of risk social amplified by the main media of network, and it is also a system amplifying social risks in the constant interaction of the network and social reality. Taking the social amplification framework of risks as the analysis tool, this paper analyzes the brewing and generation mechanism of network emergency, and on this basis, it puts forward several policy suggestions that risk management should be taken as the entry point to govern the network emergency; risk control should be turned to risk communication; the triadic relation among the government, the media and the public should be reconstructed in risk propagation and so on.
