A collective plays an important role in rural social endowment insurance supply, which is decided by the nonseparation of itself from rural areas and rural social endowment insurance, which is both the important supplement for rural endowment insurance supply subject diversification and its own natural responsibility, however, currently there is longterm duty omission or duty malposition, and there is big financial gap between different collectives. And there are many deviations such as backward national legislation, disordered management system, seriously insufficient service and so on. As a result, the collective is needed to emphatically position its role, raise the funds for the subsides of the collective, give the priority to protect the vulnerable group, and organically adjust the related perspectives between different systems and so on.
