Internationalized expansion of administrative behavior, which is overseas expansion and popular among Chinese in the globe demonstrated by some factors originally belonging to administrative behavior, as a concept of domestic law, is internationally explained by its logic premise of the query of traditional sovereignty viewpoint and its development under the globalization. Currently, the internationalization of administrative behavior mainly has two expression forms such as foreign effect of domestic administrative behavior and the emergence of international rule behavior, facing these situations, China must make corresponding responses.
