At present, China is in the period of social transition, various contradictions appear, the emergence of “inclusive development” reflects the expectation of all works of life at home and abroad for coordinative development between economy and society, and “inclusive development” has rich and profound connotation. 〖JP2〗This paper tries to analyze “inclusive development” connotation from such three dimensions as “endresult”, “level” and “key points” in order to deepen the understanding of its theory. Of course, the inclusive of “inclusive development” is not “compromise” but has “standard”, has a bottom line and is exclusive.
