The special difficulty and demand of the handicapped urgently need the carefulness of social workers and the social work for the handicapped will include specific aidingactivities launched by social organizations and communities to help the handicapped and their families and their groups. The social work for the handicapped aims to help the handicapped overcome the difficulties in such fields as rehabilitation, education, employment, marriage, family life, society, cultural life and environment by dealing with their problems in psychological and social aspects, as a result, the construction of new method for social work service and management mechanism of street and inhabitant committees for mental patients and feebleminded people is urgently needed. This paper finds that the living and developing status of the handicapped is not optimistic through the survey by Guangzhou Working and Caring Station for the Handicapped and points out that social work method and specific skills should be introduced to construct innovative mechanism for social work service of street and inhabitant committees to care for the mental patients and feebleminded people by deep analysis and problem solution.
