Around industrial and commercial implementation of official management or private management issues， there was a heated argument in the policies in Salt Iron Meeting in the Western Han Dynasty. The talented scholars criticised the governmentrun industry and commerce.They thought that the government-run industry and commerce destroyed the doctrine of advocating justice but depreciating benefits ， infringed the concept of emphasis on agriculture but normalizing industry and commerce，made economic performance low and brought about all kinds of bad results. So they strongly urged the abolition of industry and commerce official management policy，actively advocating private business. The proposition of the talented scholars had certain rationality and still has historic reference significance and enlightenment significance to current China’s econmic system reform and macroeconomic policy workout.
