Abstract:The Minister stationed in Tibet in the Qing Dynasty is the highest Chief Executive to manage every affair of Tibet,and this system experienced a long-term historic process from the initial establishment of the Minister stationed in Tibet to the final formation of a stable system,as a result,this process can be said to be a legalized process for the policy of Qing Dynasty to rule Tibet,in this process,Qing government developed a more comprehensive and complete Tibetan Act.The promulgation and implementation of these laws played an important role in maintaining national unity and promoting the stability and development in Tibet.This article described the process of the establishment and improvement of the Minister stationed in Tibet,analyzed the contents and the function of the series of laws enacted by Qing government in the process,in order to provide some reference for the current formulation of policies and laws for nationalities.
