In recent one hundred years， each country continues to monitor its government and civil servants but corruption never stops, as a result, the research on monitoring mechanism is necessary. Each country continues exploration on monitoring government and protecting public interests through system innovation and using references. The ombudsmen system originates from Sweden and is rapidly evolved and publicized in many countries. This system strengthens monitoring on governments from a new angle and has important theoretical and real significance. Because there is difference in politics between China and western countries, how China learns this new monitoring system under current system and establishes the monitoring system based on China’s reality becomes the starting point and end of this paper.
