There is an intrinsic connection between industrial generic technology and manufacture competence. Based on the review of relative theories, this essay verified the promotion of manufacture competence by industrial generic technology invention, verified that there is a joint feature of invention subject of generic technology and a large externality of input, so a high competence and stability cooperative network are needed. The research on manufacture generic technology should start from complex system’s network governance, embed the special management situation and design network governance mechanism of technical cooperation based on the researches on the choice and judgment of each subject on generic technology cooperative invention network.
