Sichuan Provincial Government established the railway land agencies, developed a constitution, land acquisition procedures and standards for land compensation for construction of Chengdu-Chongqing railway in 1936 and had completed the basic work for land acquisition in 1937. From the viewpoints of the land requisition compensation and the actual administration of the administrative procedures, there was a serious imbalance and loss of places, it led to damage the interests of owners of lands.
