With the development of socialist marketing economy, the transfer of land which is the necessary important scarce resource of human's production and life has got more and more attention of the scholars. This paper brings about a land transfer system which is adaptive to China situation combined with Marxist Ground Rent Theory, knowledge of new public management and land transfer practice at home and abroad from a perspective of ruralurban coordination. That is to say, the government should realize the function transition of steering rather than rolling, loose the control of land transfer but tighten the management of land use. The role which the government should take is not to contend for interests with people, but to supervise, service, and legislation, establish a good land market,and complete social security system.
