A two-layer rotation system is designed for quarterly surveys with two-stage sampling designs. In this system, the rotation patterns for the primary and secondary sampling units are 6 in and 3 in respectively. This system ensures that the there are 2/3 common secondary sampling units for the two adjacent quarters, and also ensures that the sample size for the primary sampling units remain unchanged during rotation process.
