Completing the social welfare system of disabled persons has strategic practical significance. At present, Chinas social welfare of disabled persons has many problems in such aspects as medical rehabilitation, employment, education, basic living and surrounding construction. China should establish two major subsystems, use tripartite force and improve the five basic contents in the construction of the social welfare of disabled persons.
