    摘要:

    事业单位是中国特殊的公共服务组织,事业单位组织绩效评估理应成为中国公共部门绩效评估对象的重要组成部分。目前,由于受事业单位管理体制不顺以及公共事业过度市场化等因素的影响,我国在开展公共部门绩效评估时,过度偏重对政府部门的绩效评估,而相对忽视事业单位组织绩效评估。从中国公共事业治理结构出发,探讨事业单位组织绩效评估指标体系构建的基本维度和理论基础,有利于构建一套科学合理的绩效评估指标体系,对于提升我国事业单位组织绩效,推进我国公共事业治理结构的完善,具有十分重要的意义。

    Abstract:

    Chinas public institution is a kind of special public service organization, so its performance evaluation should be an importance element of evaluating objects of public sector. Now, due to inefficient management and over-marketing of public institution, public institution performance evaluation is overlooked relatively in Chinese public sector performance evaluation, while government performance evaluation is over stressed. This paper discusses the basic dimension and theoretical principle of building index system of public institution performance evaluation from the angle of governance structure of Chinas public institution, which is beneficial to building a scientific index system to improve public institutions performance and to perfect the governance structure.
