Aademic competence is the core competence of a periodical, the competence at the three levels is dialetical unified, and supports each other, and coordinates with each other and integrates into each other so that comprehensive competence is formed. Promotion of core competence of a periodical should emphasizes both core competence and comprehensive competence. The periodical competene and quality can meet the benchmark of core periodical alignment of China through four paths such as learning path, working path, scientific research path and open path. The measures in ten aspects should be considered to enhance the competence and quality of a periodial from the angle of external and internal quality of a periodical.
